Appropriations for FY 2012 will continue to challenge state government to provide quality services. The budget hardship is coming at a time when the need for state services remains high as families struggle to make ends meet. Recovery over the next few years is projected to be slow.

Weak revenue collections and increased need for state services is expected to continue for at least the next few years. Long term, a balanced approach that includes raising revenue is needed to preserve important state services.
